Buriani na msisitizo lishe bora kwa watoto
MATOKEO ya Utafi ti wa Taifa wa Lishe uliofanyika Novemba 2018 yanaonesha uwepo wa udumavu kwa watoto walio chini ya miaka 5 kwa asilimia 42.3.
Yanaonesha pia, kuna utapiamlo mkali kwa asilimia 3.2 na wa kadri asilimia 4.7. Watoto wanaozaliwa na uzito pungufu ni asilimia 5.6 na wajawazito wenye lishe duni ni asilimia 6.7. Utekelezaji wa afua za lishe umeendelea kufanyika mkoani Tabora ukilenga kuijengea uwezo jamii na kuongeza ufahamu katika masuala ya lishe ili kupunguza utapiamlo wa aina zote.
Akizungumza na HabariLEO, Mkuu wa Mkoa wa Tabora, Dk Batilda Buriani baada ya hafla fupi ya utiaji saini Mkataba wa Usimamiaji wa Shughuli za Lishe uliofanyika mkoani hapa Novemba mwaka huu, alisema suala la lishe ni muhimu kwa jamii.
Katika mkutano huo uliowashirikisha wakuu wa wilaya zote na viongozi mbalimbali wa mkoa, alisema utiaji saini huo ni utekelezaji wa maazimo ya serikali kupitia Wizara ya Afya na wadau wa maendeleo wanaotekeleza afua za lishe kuendelea kuhamasisha ulishaji wa watoto na kupunguza upungufu wa madini mwilini.
Aidha, unalenga kuzuia vifo vya watoto vitokanavyo na utapiamlo mkali, pamoja na kusimamia na kutekeleza mipango ya kuikabili changamoto ya lishe. Anasema zinahitajika juhudi zaidi kuleta mafanikio nchini katika kutimiza lengo la serikali la kuhakikisha elimu sahihi na ya kutosha inawafikia wananchi.
Buriani anasema mkataba huo ni kipimo cha uwajibikaji wao, hivyo wasimamie utekelezaji wake kama walivyoelekezwa ili kuhakikisha suala la lishe kwa watoto linatiliwa mkazo na hivyo kuunga mkono juhudi zinazofanywa na Rais Samia Suluhu Hassan.
Anasema Mkoa wa Tabora unatakiwa kufanya tathmini ya utekelezaji wa mkataba wa lishe mara mbili kwa mwaka. Katika ngazi za mkoa, tathmini ilifanyika Julai 20, 2022. Aidha, halmashauri zote zinatakiwa kufanya tathmini kila robo mwaka na kuwahusisha watendaji kata.
Mkataba huo unadumu kwa miaka minane kuanzia Julai Mosi, 2022 hadi Juni 30, 2030. Buriani anasema tathmini sita za utekelezaji wa Mkataba wa Lishe zilifanyika nchini na kubainika kuwa, mwenendo wa utekelezaji katika mkoa si mzuri hivyo jitihada zinahitajika ili kuwa na matokeo bora.
Kwa mujibu wa mkuu wa mkoa huo, ili kufaulu katika suala la lishe kwa watoto, wakuu wa wilaya, wakurugenzi na makatibu tawala wanapaswa kusimamia ipasavyo suala hilo.
Anasema katika matokeo ya tathmini mbili za mwisho mwaka 2020–2021, mkoa ulishika nafasi ya 16 na kwa mwaka 2021-2022 ulishika nafasi ya 18 miongoni mwa mikoa ya Tanzania Bara.
Anasema serikali inatambua kuwapo changamoto nyingi katika kukabili utapiamlo nchini yakiwamo mahitaji zaidi ya kuongeza uelewa katika masuala ya lishe kwa jamii kuanzia ngazi ya familia hadi watendaji na viongozi wa serikali.
Anawasisitiza viongozi kubaini changamoto zilizopo katika maeneo yao na kuchukua hatua madhubuti kupunguza hali duni ya lishe inayosababisha udumavu wa watoto chini ya miaka mitano ambayo ni takribani asilimia 25 katika Mkoa wa Tabora.
Mkuu wa mkoa anasema Utafiti wa Lishe Kitaifa ya Mwaka 2018 ulilenga kupunguza udumavu kutoka asilimia 32 hadi kufikia asilimia 24 ifikapo mwaka 2026.
“Nimesikitishwa kuangushwa na kiashiria cha utoaji wa fedha za utekelezaji afua za lishe hali inayosababisha kutofikia malengo tuliyojiwekea ya kuhakikisha tunafanikiwa kwa kiasi kikubwa kama tulivyoelekezwa na Rais wetu,” anasema Buriani.
Anaipongeza Ofisi ya Rais Tawala za Mikoa na Serikali za Mitaa (TAMISEMI) kwa kutoa ushirikiano wa dhati mkoa huu kwa kufanya uhakiki wa taarifa za lishe hususani matumizi ya fedha.
Kwa mujibu wa Dk Buriani, kwa kutumia asilimia 64 ya fedha za lishe kutekeleza afua zisizokuwa za lishe, halmashauri za wilaya ya Igunga na Uyui zilitumia fedha hizo, lakini zilipoombwa vocha za matumizi hazikutoa ushirikiano.
Anasema kutokana na hali hiyo viongozi wengi hawatoi kipaumbele kwenye usimamizi na utekelezaji wa shughuli za lishe, hivyo anawataka wakurugenzi katika tathmini ijayo ya mkoa, kila mmoja asimamie na kuwasilisha taarifa ya utekelezaji wa mkataba.
Buriani anawakumbusha maelekezo aliyotoa Rais kwenye mkutano wa tathmini ya sita ya utekelezaji wa Mkataba wa Lishe ni pamoja na halmashauri zote kuendelea kutenga Sh 1,000 kwa kila mtoto chini ya miaka mitano na kuhakikisha fedha zilizotengwa zitoke na zitumike kama zilivyokusudiwa.
Anasisitiza fedha za lishe kupelekwa kuhudumia wananchi na si kwenye semina na kuwahimiza viongozi mkoani humo kutoa elimu ya lishe katika ngazi zote na kwa makundi yote wakiwamo wajawazito, walezi na wazee kuongeza uelewa wa jamii na kula vyakula mchanganyiko kwa ajili ya kuimarisha afya zao.
Anawahimiza wakurugenzi kusimamia ujenzi wa vyumba vya madarasa kwa kutumia mfumo wa manunuzi wa ‘force account’ na kusimamia ujenzi wa vituo vya kutolea huduma za afya na nyumba za watumishi haraka.
Anawaagiza wakurugenzi wote kusimamia utunzaji wa vifaa tiba vinavyotolewa kwenye vituo vya kutolea huduma za afya ili vitoe huduma kwa jamii inayohitajika katika halmashauri zao na kuwaondolea adha ya kutembea umbali mrefu kufuata huduma za afya.
Mkuu wa Wilaya ya Igunga mkoani humo, Sauda Mtondoo akizungumza kwa niaba ya wenzake ameahidi kutekeleza maagizo yaliyotolewa kwa sababu wao ndio wamesaini mkataba huo wa usimamiaji wa shughuli za lishe na hawatamwangusha Rais Samia na mkuu wa mkoa.
Anasema fedha zitakazotolewa kwa ajili ya lishe kwa watoto hao watatekeleza kama ilivyokusudiwa. Mtondoo akayataja mambo mengine watakayofanyia kazi kuwa ni pamoja na kujiridhisha katika vituo vyote vya afya kama wanazingatia huduma za lishe kwa watoto wadogo wanaokusudiwa na serikali.
Alimhakikishia mkuu wa mkoa kuwa hawatakubali kazi yoyote iliyo chini ya kiwango.
