Tanzania, Italia zaimarisha ushirikiano kimahakama
DAR ES SALAAM: Chuo cha Uongozi wa Mahakama Lushoto (IJA), kwa kushirikiana na Chuo Kikuu cha Sant’Anna School of Advanced Studies (Scuola) cha Italia, kinaendesha mafunzo maalumu kwa Mahakimu Wakazi na Waendesha Mashtaka kwa lengo la kuwaongezea uwezo wa kushughulikia kwa ufanisi mashauri ya uhalifu unaohusu wanyamapori na maliasili.
Mafunzo hayo ya siku tatu yamefunguliwa Septemba 21, 2026 na Balozi wa Italia nchini Tanzania, Giuseppe Coppola, kwa njia ya mtandao. Mafunzo hayo yanafadhiliwa na Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa ya Italia.
Wawezeshaji kutoka Italia na Tanzania wanawapatia washiriki maarifa, mbinu na uzoefu kuhusu namna ya kuchunguza, kuendesha na kutoa maamuzi katika mashauri ya uhalifu wa wanyamapori na maliasili, ikizingatiwa kuwa aina hiyo ya uhalifu mara nyingi huhusisha makosa yanayovuka mipaka.
Akifungua mafunzo hayo, Balozi Coppola amesema yana umuhimu mkubwa kutokana na kuongezeka kwa uhalifu dhidi ya wanyamapori na maliasili ambao, kwa mujibu wake, unaendelea kuwa changamoto inayovuka mipaka ya nchi.
Amesema hali hiyo inahitaji kuimarishwa kwa ushirikiano wa kimahakama baina ya Tanzania na Italia, huku akiahidi kuwa Italia itaendelea kushirikiana na Tanzania kwa kubadilishana uzoefu, utaalamu na mbinu za kukabiliana na uhalifu huo.
Kwa upande wake, Mkuu wa IJA ambaye pia ni Jaji wa Mahakama ya Rufani, Dkt. Paul Faustin Kihwelo, amesema Tanzania ni miongoni mwa nchi zenye utajiri mkubwa wa wanyamapori, misitu na rasilimali nyingine za asili.
Amesema hali hiyo inaifanya kuwa muhimu kuendelea kuimarisha mifumo ya kisheria pamoja na uwezo wa watendaji wa Mahakama katika kulinda rasilimali hizo dhidi ya uhalifu.
Dkt. Kihwelo amesema mafunzo hayo yanawalenga Waendesha Mashtaka na Mawakili wa Serikali kwa kuwaongezea uwezo katika kuandaa mashtaka, kuwasilisha ushahidi na kuendesha mashauri mahakamani, hususan yale yanayohusisha uhalifu unaovuka mipaka.
Kwa upande wa Mahakimu, amesema mafunzo hayo yanawalenga kuwaongezea uelewa kuhusu changamoto zinazoweza kujitokeza katika uamuzi wa mashauri yanayohusisha nchi zaidi ya moja, matumizi ya mbinu za kisasa pamoja na ushahidi maalumu.
Kupitia mafunzo hayo, washiriki wanatarajiwa kupata maarifa na ujuzi katika uchunguzi wa makosa, ukusanyaji na utunzaji wa ushahidi, uendeshaji wa mashtaka na uelewa wa mifumo ya sheria inayohusika na makosa hayo.
Mafunzo hayo ni mwendelezo wa ushirikiano baina ya IJA na Scuola katika kuwajengea uwezo Maafisa wa Mahakama, Mawakili wa Serikali na Waendesha Mashtaka.
Mafunzo mengine katika ushirikiano huo yalifanyika Septemba 2025 na Machi 2026, yakijikita katika ushirikiano wa kimataifa katika kushughulikia uhalifu unaovuka mipaka.
Miongoni mwa maeneo yaliyofundishwa ni usafirishaji haramu wa binadamu, dawa za kulevya, utakatishaji fedha, ugaidi, biashara haramu ya silaha, ujangili, uhalifu wa mtandaoni pamoja na makosa ya kimazingira.
