Mradi waimarisha uhusiano wananchi, Hifadhi ya Makere Kusini

IRINGA: UHUSIANO uliokuwa na uhasama kati ya wananchi na Hifadhi ya Msitu wa Makere Kusini, maarufu Kagera Nkanda, wilayani Kasulu mkoani Kigoma, umeanza kuimarika kufuatia utekelezaji wa mradi wa uhifadhi shirikishi unaowakutanisha wananchi wa vijiji vinne vinavyozunguka hifadhi hiyo pamoja na mamlaka za usimamizi wa misitu na wanyamapori.

Hayo yameelezwa katika mkutano wa siku mbili wa wadau wa uhifadhi shirikishi uliolenga kutathmini utekelezaji wa mradi huo unaotekelezwa na Shirika lisilo la Kiserikali la Tanzania Wote Equality Alliance (TAWEA) kwa gharama ya zaidi ya Sh milioni 300.

Akizungumza katika mkutano huo, Mratibu wa Mradi wa Uhifadhi Shirikishi kutoka TAWEA, Batro Ngilangwa, alisema kuwa ndani ya mwaka mmoja tangu kuanza kwa mradi huo, wananchi wameanzishiwa miradi mbalimbali ya kiuchumi ili kupunguza utegemezi wa rasilimali za hifadhi.

Miradi hiyo ni pamoja na ufugaji wa samaki kwenye mabwawa, ufugaji wa nyuki na uzalishaji wa asali, kilimo mseto pamoja na uundaji wa vikundi vya akiba na mikopo.

Ngilangwa alisema utafiti uliofanywa na TAWEA kabla ya kuanza kwa mradi ulibaini kuwa asilimia 95 ya wananchi wa vijiji vya Mvinza, Chekenya, Kagera Nkanda na Kabulanzwili walikuwa wakitegemea shughuli za kiuchumi zinazofanyika ndani ya hifadhi hiyo. Hali hiyo ilisababisha migongano ya mara kwa mara kati ya wananchi na mamlaka za uhifadhi.

Kwa upande wake, Meneja wa Shamba la Miti la Buhigwe/Makere, Patrick Emilian, amesema mradi huo unatoa matumaini ya kuimarisha ushirikiano kati ya wananchi na taasisi za uhifadhi, hatua itakayosaidia kulinda mazingira huku wananchi wakinufaika na shughuli mbadala za kiuchumi.

Aliongeza kuwa utekelezaji wa sheria za uhifadhi utafanikiwa zaidi endapo utaenda sambamba na ushirikishwaji wa wananchi na kujenga uelewa wa pamoja kuhusu umuhimu wa kulinda rasilimali za misitu.

Naye, Ofisa Mtendaji wa Kata ya Kagera Nkanda, Makinga, alisema hapo awali kulikuwepo na changamoto kubwa ya mahusiano kati ya viongozi wa vijiji, wananchi na mamlaka za uhifadhi zikiwemo TFS na TAWA.

Alieleza kuwa mara nyingi maafisa wa uhifadhi walikuwa wakifanya operesheni za kuwakamata wahalifu bila kuwashirikisha viongozi wa maeneo husika, jambo lililosababisha kutokuaminiana na upinzani kutoka kwa wananchi.

Alisema utekelezaji wa mradi huo umeanza kujenga mazingira ya mawasiliano na ushirikiano, hali inayotarajiwa kupunguza migogoro na kuimarisha juhudi za uhifadhi pamoja na maendeleo ya wananchi wanaoishi pembezoni mwa hifadhi hiyo.
