EBARR yasaidia upimaji mipaka Simanjiro
Mradi wa Kuhimili Mabadiliko ya Tabianchi kupitia Mifumo Ikolojia (EBARR), unaotekelezwa na Ofisi ya Makamu wa Rais umewezesha upimaji wa mipaka ya vijiji sita, utayarishaji wa ramani na utekelezaji wa mipango ya matumizi ya ardhi ya vijiji vinne katika Halmashauri ya Simanjiro mkoani Manyara.
Hayo yamebainishwa na Kaimu Mkurugenzi wa Halmashauri ya Wilaya ya Simanjiro, Christina Marwa wakati wa kikao kazi cha kuwasilisha na kusambaza taarifa za Upangaji wa Mipango ya Matumizi ya Ardhi katika vijiji hivyo vya Irkujit, Endonyongijape, Langa na Narosoito.
Pia ameitaka menejimenti ya halmashauri na wataalam wa wilaya hiyo kufuatilia kwa makini taarifa ya Mpango wa Matumizi ya Ardhi katika vijiji hivyo.
Marwa amesema kuwa taarifa hiyo itasaidia katika uainishaji na utengaji wa maeneo unaozingatia mipango ya matumizi ya ardhi ya halmashauri na kuweka katika vipaumbele vyao ikiwemo kutenga maeneo kwa ajili ya matumizi ya mabwawa, huduma za jamii, hifadhi ya misitu, mashamba, makazi, malisho na maeneo ya makaburi.
“Umuhimu wa kupata mrejesho wa taarifa hiyo umesaidia halmashauri katika kupima mipaka ya ardhi ya kijiji, utatuzi wa migogoro ya mipaka, utoaji wa vyeti vya ardhi ya vijiji, uandaaji wa ramani za msingi ya matumizi ya ardhi ya vijiji na uandaaji wa sheria ndogo za usimamizi wa matumizi bora ya ardhi, masjala ya wazi ya vijiji, utoaji, usajili na usimamizi wa hatimiliki za kimila pamoja na utatuzi wa migogoro ya miliki.”
Akiwasilisha taarifa hiyo, Meneja Kanda ya Kati Dodoma kutoka Tume ya Taifa ya Mipango ya Matumizi ya Ardhi, Suzana Mapunda amesema malengo makuu ya kazi hiyo ni kuongeza uthabiti wa kuhimili mabadiliko ya tabianchi, kutambua uharibifu wa huduma za mfumo ikolojia na kutenga maeneo ya matumizi ya ardhi.
Amesema utaratibu mzima uliotumika katika uandaaji wa mpango wa matumizi ya ardhi wa vijiji ulizingatia hatua sita kulingana na mwongozo wa matumizi ya ardhi ya kijiji unaozingatia utekelezaji wa sera.
“Wilaya ya Simanjiro inakabiliwa na migogoro mingi ya mipaka ya vijiji kutokana na vijiji hivyo kutokupimwa na hivyo kusababisha kuwepo kwa baadhi ya changamoto zilizojitokeza katika zoezi zima la kuandaa ramani ya mpango wa matumizi ya ardhi,” amesema.
Mapunda ametaja migogoro mingine ni kutokupimwa kwa mipaka ya vijiji, ukosefu wa vyeti vya ardhi, mzozo mkubwa wakati wa upangaji mipaka ya vitongoji, wanakijiji na halmashauri ya kijiji kupokea wageni na kuwauzia maeneo makubwa.
Pia amesema kazi zitakazoendelea kufanyika ni pamoja na kuandaa na kutoa vyeti vya ardhi ya vijiji, kuandaa mipango ya kina kwenye vijiji vya nyanda za malisho, kutoa HatiMiliki za Kimila (CCROs) na kuendeleza maeneo yaliyotengwa.
