DAR ES SALAAM: Mkuu wa Mkoa wa Dar es Salaam, Albert Chalamila, ameielekeza Halmashauri ya Manispaa ya Kinondoni kuachana na tabia ya kugawa fedha kwenye miradi mingi midogo isiyoleta matokeo makubwa badala yake kuelekeza rasilimali katika miradi michache ya kimkakati yenye uwezo wa kuongeza mapato, kufungua ajira na kubadili uchumi wa wilaya hiyo.
Akizungumza katika Baraza la Madiwani la Manispaa ya Kinondoni leo, Mkuu wa Mkoa alisema Kinondoni ina uwezo wa kuwa kitovu kikubwa cha uchumi endapo itaweka vipaumbele kwenye uwekezaji wenye tija badala ya kutawanya fedha kwenye miradi mingi isiyoleta manufaa makubwa kwa wananchi.
Akifafanua alisema, pamoja na mafanikio makubwa ya ukusanyaji wa mapato, halmashauri hyo inapaswa kuanza kupanga miradi inayozalisha mapato ya kudumu na kuongeza ushindani wa wilaya hiyo katika uchumi wa Jiji la Dar es Salaam.
Kwa upande wake Katibu Tawala wa Mkoa wa Dar es Salaam, Abdul Mhinte, alisema pamoja na maendeleo yanayoendelea kushuhudiwa, suala la matumizi bora ya ardhi linapaswa kupewa kipaumbele ili iwe chachu ya maendeleo badala ya chanzo cha migogoro.
“Ardhi ni rasilimali ya maendeleo. Isiwe sababu ya wananchi kutumia muda mwingi kugombana badala ya kushiriki shughuli za uzalishaji na maendeleo,” alisema Mhinte.
Kwa upande wake, Mkuu wa Wilaya ya Kinondoni alisema mafanikio yanayoonekana katika halmashauri hiyo yametokana na ushirikiano mzuri kati ya madiwani, wataalamu, ofisi ya meya, mkurugenzi na vyombo vya dola katika kusimamia utekelezaji wa majukumu ya maendeleo.
Alisema ushirikiano huo umechangia kupungua kwa hoja za ukaguzi kutoka 73 hadi 40 ndani ya miaka mitano, huku makusanyo ya mapato yakifikia zaidi ya asilimia 90 ya lengo la zaidi ya Sh bilioni 89 kwa mwaka wa fedha uliopita.
Aidha, alisema mafanikio hayo yameonekana pia katika sekta za elimu, afya, barabara na utoaji wa mikopo ya asilimia 10 kwa makundi maalumu, huku serikali ikiendelea kutoa msaada wa kiutendaji pale panapohitajika.
Hata hivyo, Mkuu huyo wa Wilaya alisema changamoto kubwa inayobaki ni ukosefu wa kiwanda cha kuchakata taka, jambo linaloikosesha Kinondoni fursa ya kuzalisha mbolea, nishati na bidhaa nyingine kutokana na taka zinazokusanywa kila siku.
Alisema pia kuna umuhimu wa kubadili mtazamo wa upangaji wa bajeti kwa kuelekeza fedha nyingi katika miradi michache mikubwa ya kimkakati itakayofungua fursa za ajira, kukuza uchumi na kuongeza mapato ya halmashauri kwa muda mrefu.
Viongozi hao pia walisema ziara ya mafunzo nchini Ethiopia imefungua dira mpya ya maendeleo ya miji, huku wakiahidi kuendelea kutekeleza maelekezo ya kuboresha mipango miji, kuongeza usafi, kuimarisha mwonekano wa Kinondoni na kutekeleza miradi yenye matokeo makubwa kwa maendeleo ya wananchi.
