Mikakati iendelee kuleta nafuu foleni barabarani Dar
MKOA wa Dar es Salaam ni miongoni mwa mikoa inayoshuhudia ujenzi na uboreshaji wa miundombinu ya barabara kwa kiwango kikubwa.
Mji huu wa biashara ‘unasukwa’ kila kona, hasa kwa ujenzi wa barabara za mabasi yaendayo haraka unaoendelea, hatua ambayo serikali inapaswa kupewa pongezi nyingi.
Serikali imejipanga vyema kuufungua Mkoa wa Dar es Salaam kwa ujenzi wa miundombinu imara si tu kwa mabasi ya mwendokasi, bali pia kwa upanuzi wa barabara za kawaida, lengo likiwa ni kutatua kero za foleni za magari.

Hata hivyo, ujenzi huu unaoendelea umekuwa sababu ya msongamano wa magari katika maeneo mbalimbali. Lakini tunatambua kuwa hili ni suala la muda, kwani mambo mazuri yanakuja.
Tunawasihi wananchi kuvumilia, huku tukishauri pia hatua hii njema ya ujenzi wa barabara kwenda sambamba na kutafuta njia za dharura za kukabiliana na tatizo la kukithiri kwa foleni barabarani.
Tunatoa maoni haya kwa kuzingatia hali halisi ya foleni katika baadhi ya barabara zinazojengwa, hivyo kuwa chanzo cha wananchi kuchelewa kwenye shughuli zao.
Tuna imani kwamba mamlaka za serikali zinazohusika na usimamizi wa wakandarasi zipo karibu nao kuhakikisha wanafanya kazi mchana na usiku ili kuhakikisha kazi ya ujenzi inakamilika kwa wakati.
Wakati umma wa Dar es Salaam ukisubiri miradi kukamilika, tunasisitiza kuundwa kwa mikakati ya dharura ya kupunguza msongamano katika barabara.
Tunatambua juhudi za serikali za kutafuta nafuu ya msongamano kwa wakati huu. Kwa mfano, Julai mwaka huu Mkuu wa Mkoa wa Dar es Salaam, Albert Chalamila, alitoa maelekezo katika kikaokazi.
Katika kikao hicho, Chalamila alibainisha kwamba changamoto kubwa ni msongamano wa magari, hasa malori na alisisitiza kuwa suluhisho la kudumu linapaswa kutafutwa.
Tumebaini baadhi ya hatua zilizochukuliwa na kutekelezwa ni pamoja na kuweka utaratibu wa kuzuia malori yanayotoka mikoani kuingia katikati ya jiji kuanzia saa moja asubuhi hadi saa tatu asubuhi, ambayo huzuiwa katika eneo la Mbezi Luis.
Bado tunasisitiza ushirikiano wa karibu kati ya Jeshi la Polisi, Baraza la Usafiri wa Nchini Tanzania (LATRA), madereva na watumiaji wa barabara kwa ujumla kuhusu matumizi sahihi ya barabara ili kuepusha msongamano mkubwa zaidi.
Pia, tunashauri njia nyingine mbadala zifuatiliwe kama vile kutumia barabara za mabasi ya mwendokasi kwa magari binafsi chini ya usimamizi wa askari wa kikosi cha usalama barabarani.
Vilevile, uelimishaji na uwajibishaji wa madereva kuhusu kufuata sheria za barabarani usiachwe, kwani uzoefu unaonesha kuwa kadiri madereva wanavyovunja taratibu, ndivyo hali ya msongamano inavyozidi kuwa mbaya zaidi.
Ushirikiano wa vyombo vya usimamizi, madereva na watumiaji wa barabara kwa pamoja utaleta nafuu ya hali ya msongamano.
