Atuhumiwa kuuza eneo la makaburi Pugu

DAR ES SALAAM: WANANCHI wa eneo la Kimani, Mtaa wa Kinyamwezi, Kata ya Pugu wilayani Ilala mkoani Dar es Salaam wamelalamika kwa serikali wakidai kuwa mwanamke mmoja amekuwa akifukua makaburi ya ndugu zao na kuuza eneo hilo akidai ni mali yake halali.

Wakizungumza kwa nyakati tofauti mbele ya Mkuu wa Wilaya ya Ilala, Edward Mpogolo juzi, wananchi hao walimtuhumu Elizabeth Mwakapangala kwa kuuza eneo lililotengwa kwa ajili ya makaburi na kuyafukua kinyume cha sheria, kisha kusafirisha masalia ya miili ya wapendwa wao na kuyatupa dampo.

Wananchi hao ambao awali walihamishwa na serikali kutoka maeneo ya Kipawa na Kigilagila kupisha upanuzi wa Kiwanja cha Ndege cha Kimataifa cha Julius Nyerere (JNIA), walidai eneo hilo la Kimani lilitengwa rasmi kwa ajili ya makaburi.

Walisema mbali na kuporwa haki yao ya kuzika, pia wanatishiwa maisha wanapojaribu kupinga vitendo hivyo.

Akizungumza baada ya kutembelea eneo hilo juzi, Mpogolo aliwataka wananchi waliojenga au kununua viwanja katika eneo hilo wakamshitaki aliyewauzia, akisisitiza kuwa ardhi hiyo imetengwa na Halmashauri ya Jiji la Dar es Salaam kwa matumizi ya makaburi.

Alieleza kuwa Elizabeth ambaye ni msimamizi wa mirathi wa marehemu Said Shomari, aliwahi kufungua kesi ya ardhi namba 202/2020 dhidi ya Halmashauri ya Jiji la Dar es Salaam, Mamlaka ya Viwanja vya Ndege na Mwanasheria Mkuu wa Seri- kali. Kesi hiyo ilisikilizwa na kuamuliwa alipwe fidia.

“Kwenye hukumu, jaji alimwelekeza namna ya ku- pata haki yake na akaonesha kwamba hawana mamlaka ya kufuta matumizi ya maeneo ya mipango miji, hivyo hakuwa na haki ya kuuza eneo hili,” alisema Mpogolo.

Aliongeza kuwa serikali itachukua hatua kwa mujibu wa taratibu dhidi ya mhusika huku akiwataka wananchi waliouziwa viwanja kufuata sheria kudai haki yao kwa aliyewauzia.

Kwa upande wake Mwenyekiti wa Mtaa wa Kinyamwezi Saad Mlali, alisema Januari 26 mwaka huu kulitokea msiba wa mkazi mmoja na wakati ndugu walipoanza kuchimba kaburi walizuiwa na Elizabeth akiwa na vijana wake.

“Nilisimamia hilo na nikampigia simu OCD wa Chanika, akatuma askari wakasimamia hadi tukamaliza kwa mbinde. Mwili ulikaa nyumbani zaidi ya saa tatu ukisubiri maziko,” alisema Mlali.
Naye, Mkurugenzi wa Jiji la Dar es Salaam, Elihuhuruma Mabelya alisema halmashauri ndiyo yenye mamlaka ya kupanga mji kwa mujibu wa sheria za mipango miji na kusisitiza kuwa eneo hilo limetengwa kwa ajili ya maziko.

Alifafanua kuwa taratibu za kuhamisha makaburi ziko wazi, ikiwamo kuomba kibali maalumu na pia taratibu za kuzika zinahitaji kibali. Alionya kuwa kuhamisha marehemu waliokwisha zikwa na kwenda kuwatupa bila kufuata utaratibu ni kinyume cha sheria.

Hata hivyo, Elizabeth alikanusha tuhuma hizo akidai hajawahi kufukua makaburi wala kutupa masalia ya miili.

Alisisitiza kuwa eneo hilo ni mali yake halali na kwamba anazo nyaraka zote za umiliki baada ya kushinda kesi mahakamani.
